So sorry for all of the delays on these responses. As the Agrii are not fond of He Rows attacking one another once they figure things out (which would probably be a bit into the first attack so make sure you get some player consent on that first and most dangerous meal), he can enjoy some time out by being dunked in the fountain. He will probably after that need victims to specifically say out loud to the Agrii that they are consenting to helping him and this is okay and how long of a bite they will accept.

If he violates more than once he might get to enjoy the broken Sh’Ka fountain instead.
